Road Network Safety Management in the Republic of Croatia

Upravljanje sigurnoszu cestovne mreze u Republici Hrvatskoj

Road safety is a primary concern of the public and the institutions responsible for its maintenance and enforcement. This is because traffic accidents are one of the leading causes of death and disability in the world as well as of high costs for participants and the society. Hazardous locations are places on the road network with the highest traffic accident density or the highest risk of traffic accident. When traffic accident occurs, situations in which there is only one cause are very rare. This is because of the mutual interaction between several individual causes. One of the most significant goals in road construction is a high level of safety acceptable for both the users and the society. Any flaws made in the construction are clearly visible in exploitation and every subsequent action on the same location results in additional social and economic costs. The paper consists of seven chapters. The focus in this paper is on road network safety management. The paper presents the definition of hazardous places in order to easily identify them on the network and perform their analysis and elimination. The purpose of road safety interventions is to reduce the number of traffic accidents and to increase road capacity with acceptable expenses in terms of finances and society. The paper will provide examples of good practice in Croatia throughout two case studies – one in the urban area with small investments, and the other in rural area with large investments.
