Approach to Highway Safety Improvements in the State of New Hampshire

The Safe, Accountable, Flexible and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) was signed into federal law on August 10, 2005. It established the Highway Safety Improvement Program (HISP) as a core Federal aid program. In order to address the issue of New Hampshire (NH)'s motor vehicle crash rate - in 2010 alone, 30,736 vehicle crashes occurred resulting in 126 deaths and 528 severe injuries - NH originally created an action plan in 2007 referenced as the Strategic Highway Safety Plan (SHSP). The SHSP is a statewide-coordinated safety plan that provides a comprehensive framework for reducing highway fatalities and serious injuries on all public roads. The SHSP establishes statewide goals, objectives, and key emphasis areas for safety improvement, and integrates engineering, education, enforcement and emergency medical solutions. The plan is developed in consultation with federal, state, local and private sector safety stakeholders. In 2011 these stakeholders revamped a new program and message in NH, "Driving Toward Zero Deaths," to inform the general public on safety issues, education and outreach, and encouraging active participation in implementation of the SHSP. The objective of this new program is to target 50% reduction of fatalities and severe injury crashes by 2030. This program is based on the federal Toward Zero Deaths campaign. As part of an overall strategic approach, the following critical emphasis areas have been identified: impaired driving, distracted driving, speeding, vehicle occupant protection, adolescent drivers, older drivers, crash locations, motorcycle and vulnerable roadway users, and comprehensive safety data.
