E-Navigation Strategic Action Plan
Advances in marine information technology over the last decades have been substantial and rapid. Unfortunately, in many cases these advances occurred in a piecemeal fashion resulting in a collection of purpose-built systems for vessel and land-based uses that, often, do not operate in an integrated manner. The International Maritime Organization (IMO) identified this issue as affecting the safety and efficiency of navigation and initiated a work program named e-Navigation to reduce the confusion of profusion. The goals of developing a strategic plan are to make the United States Marine Transportation System safer, more secure, more reliable, more efficient, and more integrated. The IMO initiative on e-Navigation is the impetus for this Strategic Action Plan. This Strategic Action Plan provides a framework to address the need to standardize data management, exchange and access capabilities for federal and regulated systems. The framework will improve the delivery of timely, reliable, and accurate information without burdening the navigation of the vessel.
