Heavy vehicle control system in Abu Dhabi Emirate

This paper presents a case study regarding the development and status of heavy vehicles control system in Abu Dhabi. The objectives of the system are the control of vehicles over-loading and over dimensions, and to establish a database for use in planning and design of roads. The Emirate of Abu Dhabi, UAE has constructed a modern road network, in compliance with international standards. The cost of the road network exceeds 3 billion US dollars. Road based transport is currently the predominant mode of transport and is expected to remain so in future. In 1994, a project was initiated to develop a heavy vehicle loads and dimensions control system. In 2000, the above project was completed and in November 2001, operation on a trial basis began. A unique system in the region was established, comprising the state of the art, at the time, weighbridges including either/or both, low-speed and high-speed weigh-in-motion equipment, remote digital video surveillance, and electronic integrated data transfer by ISDN lines. A number of issues were addressed during the various phases of the project namely: 1. Site and equipment selection; 2. Equipment commissioning and testing; 3.Staffing and operational alternatives; 4.Information management and data transfer alternatives; 5 Actual system operation, and consequences of heavy vehicles violations. This paper presents the above topics as a case study in Abu Dhabi and present recommendations and lessons learned for use in other similar countries and circumstances.
