An evolutionary approach to intelligent transportation systems national strategic planning

This paper concentrates on the comparison of two possible strategies, National Project First and Pilot Project First which will be referred to as NPF and PPF, for deployment of ITS solutions on a national scale where ITS-based solutions are not widely experienced. Many developing countries, which have not been pioneers of ITS, fall into this category. According to the NPF strategy, localized systems will be realized after the national plan has been developed. In contrast, the PPF strategy gives priority to the implementation of a pilot project as a showcase in order to facilitate the development of ITS national strategic plan. Finally, certain criteria will be proposed to be used for the selection of a right pilot project.
