Review of ODOT's overlay design procedure: volume 1 of 2: HMA overlays of existing HMA and composite pavements

Ohio Department of Transportation (ODOT's) procedure for pavement rehabilitation is based on the 1993 AASHTO Guide for the Design of Pavement Structures and has been coded into an enterprise-level program titled DOITOVER. The main difference between the 1993 AASHTO Guide and the ODOT process is that the former is based on Falling Weight Deflectometer (FWD) deflections and the latter on Dynaflect deflections. This program has been successfully implemented in ODOT for a number of years. However, with changes in construction practices over time and the advent of newer overlay materials, ODOT felt a need to review the adequacy of their procedure. The objectives of this research were to characterize the impact of: 1. milling off portions (typically up to 3-inches) of the existing HMA surface layer for flexible and composite pavements on pavement structural capacity and 2. placing HMA overlays comprising "superior" HMA materials on pavement structural capacity and overlay design. Volume 1 focuses on HMA overlays of existing HMA and composite pavements while Volume 2 focuses on PCC overlays.
