The Intermodal Chain Competitiveness for the Transport of Spanish SME Production

This paper discusses how the export company profile has been changing over last decades. Small and Medium Enterprises (SMEs) are becoming very important in the total amount of export companies in Europe and in Spain. These companies present different transport needs than large companies. In addition, the maritime trade rules have recently changed in the European Union (EU) and nowadays the principles of free competence are applicable to all maritime transport despite the European support of Short Sea shipping. The main goal of this paper is to determine the necessary features of multimodal transport between Spain and France to improve its competitiveness versus road transport. For this the loader will be considered as the decision maker. To achieve this main goal, the paper has carried out in different steps that try to achieve partial objectives. In the first part transport needs of the main loaders (the SMEs) are identified. In the second step, the normative framework in the EU is considered due to their great influence in the competitiveness of transport systems. At the end, a maritime route is selected between both countries to assure the highest competitiveness of multimodal transport versus road transport. A decision model of the transport mode has been applied though decision groups to achieve the searched goals. These groups take into account different aspects of transport which are evaluated by the decision maker.
