Smart Growth Parking Requirements Review

Smart growth encourages the use of compact communities with good access to public transportation and pedestrian facilities. Because vehicle ownership and use is lower for residents in smart growth developments than in other areas, parking demand should also be lower. Parking supplies should reflect this trend. This article reviews current parking requirements and policies in the San Diego region and highlights relevant smart growth parking demand and policy studies. The authors establish the reasonableness of lower parking supply rates for smart growth developments and recommend parking rates for specific land use categories. Auxiliary parking management strategies that can and should complement lower parking rates are also discussed. The findings suggest that current parking requirements in the San Diego region are higher than typical parking demand at smart growth developments. Reduced parking supply rates would be appropriate in this area. Parking management policies and strategies such as shared parking, a transit pass program and charging for parking can further enhance the parking reductions possible with smart growth development.
