This report provides concepts intended to aid in the comprehension and implementation of smart growth practices, policies and ideas. It's goal is the assistance of transportation designers and planners, transportation and development agencies, elected officers, and developers. The report replaces the proposed recommended practice that was published in January 2003. It contains a number of significant updates, including a glossary of terms. The foundation of the report is contained in these five goals: (1) The pursuit of efficient, compact land-use patterns that maximize transportation efficiency and improve the environment; (2) Provision of mobility utilizing multimodal transportation within developed areas; (3) Provision of accessibility in built-up areas that are currently in existence; (4) Efficiently utilizing transportation infrastructure; and (5) Utilizing sustainable financing and pricing to support smart growth.
