Multi-modal Transportation Possibilities in Support to ISAF Afghanistan International Military Operations

Whether on peacekeeping, humanitarian or military operations, their common feature is that they are taking place hundreds or thousands of kilometers away from countries that are taking part in them. As the number of such operations in the world increases, the need to develop more modal transport facilities and transport capacities that are able to translate large volumes of cargo in a short time becomes more acute. This is a huge project. If someone thought that entry into Afghanistan was difficult, pulling out will be much harder. It is the largest multinational military logistical challenge in modern history. Millions of tons of material must be demilitarized, dismantled, disposed of, sold, decommissioned, recycled, donated to Afghans and/or third countries, or transported to their home countries. More than 125,000 containers and 80,000 military vehicles must be disposed of and return to their home countries or NATO member countries and partner countries of North Atlantic Treaty Organization (NATO). If the containers and vehicles were placed one behind the other, from end to end, they would form a line which would equal the distance from Zagreb to Luxembourg City. This "redeployment–transport” is the national responsibility of each country (consignor) that deploys its forces and where NATO plays an important coordinating role – not just a matter of logistics. It is an integral part of the overall International Security Assistance Force (ISAF) campaign plan and its full range effort must be coordinated with national plans of countries in the ISAF mission, in accordance with the developing the ability of the Afghan National Security Forces (ANSF) and secure transfer of responsibilities to the Afghan partners. All this should be taken into account, the requirements of NATO schedules follow the ISAF mission, and focus on a new mission „Resolute Support” which will focus on training, counseling and assistance in further democratic development and sustainability of peace-keeping, although its final establishment is yet to be determined. Therefore, NATO personnel at all levels is driven to seek multinational capabilities throughout the entire process. This includes, but is not limited to: transportation within the area of operations, transport outside the area of operations, using all types of transport, cleaning, washing and decontamination equipment, environmental disposal of equipment and parts which remain in the area of operation. NATO support agencies (NSPA – NATO Support Agency) could be used as catalysts to this purpose.
